Goal
To develop computer program “Component of creation of medical conclusions within the framework of the electronic health care system”.
Results
Comprehensive online state service regarding to the registration newborns documents. Parents can submit an application on the Diya website and receive all the basic services related to the birth of a child:
- to state registration of birth – the possibility to obtain a child’s birth certificate online;
- determining the origin of the child. The birth certificate will contain information about the baby’s mother and father.
- to appointment of assistance at birth.
- to make registration in the State Register of Individual Taxpayers. The tax payer number of the child is entered on the birth certificate;
- assignment of a unique entry number to the child in the Unified State Demographic Register
- determination of the child’s citizenship of Ukraine.
- to make registration of the child’s place of residence.
- allocation of assistance to large families.
- entering information about the child into the Patient Register.
- to received compensation for the baby’s package.
- make registration of certificates of parents and a child from a large family.

“Сharitable organization East Europe Foundation, by this letter, confirms technical compliance, timely and high-quality provision of services by LLC "MK-CONSULTING" (EDRPOU 41208895), regarding the development of the computer program "Component of creation of medical conclusions within the electronic healthcare system", implemented as part of the international technical assistance project " Electronic governance for government accountability and community participation" (EGAP Project) for the implementation of Contract № EGAP 6/05-20 dated May 05, 2020 (with changes and additions) for the National Health Service of Ukraine.

The developed component of creating medical opinions integrated into the electronic health care system (hereinafter referred to as the EHS) and provides automatic exchange of information with other components of the EHS through an open software interface. The development is implemented on a microservice architecture, the creation of medical conclusions is carried out using the data model of the FHIR v standard. 4.0.1 HL7, the service is packaged in a Docker container, the signing of medical reports is implemented using a qualified electronic signature (or electronic digital signature), the interaction between components and external systems is based on SOAP and RESTful application programming interfaces (API).
The developed component includes: developed system, technical documentation, instructions, process descriptions, test sets, as well as integration of the developed component with other state information systems and registers, including implemented integrations: with the Citizen's Electronic Cabinet on the "Diya" portal (including functionality for checking the availability of medical reports); with the system of electronic interaction of state electronic information resources "Trembita"; with the State Register of Civil Status Acts; with the Electronic register of sick leaves.
The development services of the component of creating medical conclusions within the framework of the electronic health care system are provided by MK-CONSULTING LLC in full, on time, with appropriate quality, with the application of technical solutions and technologies using open software products (Free/Open source software) with open source under the terms of the Apache License, Version 2.0.”
